10. The Two Viet-Nams" by Bernard B. Fall, Frederik A. Praeger Publisher, New York 1967:

Trang 236: Tính hiếu chiến của ông Ngô Đình Diệm thuộc loại như thế này: Đức tin của ông ta ít có tính chất từ ái của các tông đồ hơn là tính hiếu chiến tàn nhẫn của một Đại Phán Quan Tây Ban Nha của Tòa Án Dị Giáo (Torquemada); và Quan điểm của ông ta về chính quyền thì ít có tính chất của một tổng thống theo hiến định của một nước cộng hòa hơn là một bạo chúa theo truyền thống quan lại phong kiến . To a French Catholic interlocutor who wanted to emphazise Diem's bond with French culture by stressing "our common faith," Diem was reported to have answered calmly: "You know, I consider myself rather as a Spanish Catholic," i.e., a spiritual son of a fiercely aggressive and militant faith rather than of the easygoing and tolerant approach of Gallican Catholicism.)

(Of the men who came to power with Diem in 1954-55, NOT ONE still held a cabinet portfolio when he was murdered in 1963. Some were sent into exile in France or the US, and a few simply retired and maintained a "wait-and-see" attitude in Saigon. Another imitation of Communist totalitarian methods was Ngo Dinh Nhu's Can-Lao Nhan-Vi Cach Mang Dang, which became the perfect hierarchie paralle’le, with its secret membership and five-men cells whose members knew only each other, and "action groups" that could swiftly and quietly do away with bothersome oppositionists...As it was, the Diem regime erred on both counts: Its army never became really proficient, and its officer corps remained disloyal to its civilian masters and connived in their demise.
In his description of the Can Lao, John C. Donnell defined the Can-Lao as a "powerful elite political party whose members are commonly believed to belong to other political parties also and to dominate them." In other words, it did within its own system exactly what a Communist Party would do: It spied on its own friends, infiltrated its own allies, and acted as a "state within a state" in its own government's machinery. If nothing else, this would brand the South Vietnamese regime as a sort of anti-Communist "people's democracy" whose major difference from its Communist North Vietnam TWIN was its attitude toward the practice of Catholicism and the ownership of rubber plantations.)

12. " Intervention and Revolution" by Richard J. Barnet, A Meridian Book, New York 1972, pp. 233-235:

“Khuyến cáo rằng “nếu bầu cử được tổ chức ngày nay (1956) thì tuyệt đại đa số dân Việt sẽ bầu cho Cộng sản,” Cherne tuyên bố rằng uy tín của Mỹ ở Á Châu tùy thuộc vào sự ngăn chận cuộc bầu cử này. Phương pháp giải quyết là củng cố lớp người Công giáo ở miền Nam Việt Nam, chỉ có những người này mới có lý do thuộc về lý tưởng chống Cộng. Nhà văn Công giáo người Anh, Graham Greene, đã mô tả việc Mỹ sử dụng giáo hội Công giáo trong cuộc chiến tranh lạnh ở Việt Nam như sau:
Chính cái ý hệ Công giáo đã làm cho chế độ của ông Diệm sụp đổ, vì sự sùng tín của ông ta đã bị các cố vấn Hoa Kỳ khai thác cho đến khi giáo hội Công giáo ở Việt Nam ở trong cơ nguy cùng chung số phận bất thiện cảm của người dân Việt đối với Mỹ...Những khoản tiền to lớn được dùng để tổ chức những cuộc đón tiếp quan khách ngoại quốc và tạo nên ý niệm giáo hội Công giáo là của Tây phương và là đồng minh của Mỹ trong cuộc chiến tranh lạnh. Trong những trường hợp hiếm hoi mà Diệm đi kinh lý những vùng trước đây bị Việt Minh chiếm, bao giờ cũng có một linh mục ở bên cạnh, và thường là một linh mục Mỹ...
Điều quan tâm chính của chính quyền Diệm là sự an toàn của chính quyền. Chính quyền Diệm sợ rằng cuộc bầu cử dự định tổ chức vào tháng 7, 1956 đưa đến sự thắng lợi của Hồ Chí Minh và chấm dứt quyền lực của những chính trị gia không Cộng sản..
Những ước tính của cơ quan tình báo quốc gia CIA, soạn trong tháng 2, 1957, mô tả chế độ Diệm như sau:
Chế độ Diệm phản ánh ý nghĩ của Diệm. Một bộ mặt chính quyền đại diện cho dân được duy trì, nhưng thực chất chính quyền là độc tài. Quyền lập pháp của quốc hội bị hạn chế gắt gao; quyền tư pháp chưa phát triển và tùy thuộc quyền hành pháp; và những nhân viên trong ngành hành pháp không gì hơn là những tay sai của Diệm. Không có một tổ chức đối lập nào, dù trung thành hay không, được phép thành lập, và mọi chỉ trích chính quyền đều bị đàn áp...Quyền lực và trách nhiệm tập trung nơi Diệm và một nhóm nhỏ gồm có những thân nhân của Diệm, những người quan trọng nhất là Nhu và Cẩn.”
Chế độ độc tài của Diệm, dựa trên một mạng lưới mật vụ, tòa án quân sự, và công chức tham nhũng, tuyên bố không những chiến đấu chống Cộng mà cho tới năm 1957 Cộng sản vẫn chưa có hoạt động gì, mà còn chống bất cứ nhóm nào không chắc là trung thành với Diệm. Thật vậy, nhiều người không-Cộng-sản vào tù hơn là người Cộng sản.
...Sự chuyên chế của Diệm, sự thiên vị trơ trẽn của hắn đối với những người Công giáo tị nạn từ ngoài Bắc vào so với phần còn lại của dân chúng, và sự bạo hành của hắn đối với mọi người không đồng quan niệm chính trị với hắn đã tạo nên một sự liên kết chống hắn mà hắn rất sợ.”
(Warning that "if the elections were held today the overwhelming majority of Vietnamese would vote Communist," Cherne declared that American prestige in Asia was dependent upon preventing that result. The answer was to strengthen the Catholic faction in South Vietnam, who alone among Vietnamese had ideological reasons to be against the communists. The British Catholic writer Graham Greene has described the American use of the Catholic Church
in fighting the Cold War in Vietnam:
It is a Catholicism which has helped to ruin the government of Mr. Diem, for his genuine piety...has been exploited by his American advisors until the Church is in danger of sharing the unpopularity of the US...Great sums are spent on organized demonstration for the visitors, and an impression is given that the Catholic Church is occidental and an ally of the US in the cold war. On the rare occasions when Mr. Diem has visited the areas formerly held by the Viet Minh, there has been a priest at his side, and usually an American one.
...The major interest of the Diem government was its own security. It feared that the elections scheduled for July, 1956, would spell a victory for Ho Chi Minh and the end of power for noncommunist politicians....
The CIA national intelligence estimates prepared in February, 1957, described the Diem regime in these words:
Diem's regime reflects his idea. A facade of representative government is maintained, but the government is in fact essentially authoritarian. The legislative powers of the National Assembly are strictly circumscribed; the judiciary is underdeveloped and subordinate to the executive; and the members of the executive branch are little more than the personal agents of Diem. No organized opposition, loyal or otherwise, is tolerated, and critics of the regime are often repressed...The exercice of power and responsibility is limited to Diem and a very small circle mainly composed of his relatives, the most important being Nhu and Can.
...Diem's dictatorship, supported with a network of informers, military tribunals, and corrupt functionaries, declared war not only on the communists, who until 1957 were quiescent, but also against any group whose personal loyalty was not assured. Indeed, more non-communists than communists ended up in Diem's jails.
...Diem's despotism, his shameless favoring of Catholic refugees from the North over the rest of the population, and his persecution of all political dissidents produced the coalition against him that he dreaded.)

13. "Vietnam Revisited" by David Dellinger, p. 35:

Ngay từ lúc đầu Diệm đã có khuynh hướng toàn trị và gia đình trị mà 8 năm sau dư luận quần chúng lên án chính quyền của hắn.
“Khuynh hướng toàn trị” của Diệm đã đưa đến việc thành lập một đảng chính trị riêng tư, đảng cần Lao, một đảng duy nhất. [Thời đó không thấy ai đòi đa nguyên đa dảng. TCN]
Đảng Cần Lao cũng phục vụ hắn như là mật vụ, dập theo khuôn mẫu của Nhật Bản trong Thế Chiến II – mà Diệm đã nghiên cứu kỹ chi tiết.
Như chúng ta đã thấy, đảng này đã giết hại 90000 người và cầm tù 800000 trong đó có nhiều người bị tra tấn.
..Khi Diệm về Việt Nam năm 1954, một người Công giáo theo lệnh của một thế lực ngoại quốc về cai trị một nước mà 80% là Phật tử, CIA đã thuê vài trăm người để hoan hô hắn tại bến tàu. Nhưng cả CIA lẫn những giới chức Mỹ ủng hộ Diệm đều không làm sao làm ngược được sự kiện là Diệm không có sự ủng hộ của quần chúng, chính sách đàn áp đẫm máu của Diệm đối với từ các nhà sư Phật giáo và các tín đồ Hòa Hảo, Cao Đài cho tới những nông dân yêu nước, giới tư sản tôn trọng luật pháp, trật tự và một chút công lý, và những tướng lãnh đối thủ – “kéo theo (và đã xảy ra) tất cả những khó khăn vì một con người với nhân cách như vậy.”
(From the very beginning Diem displayed that tendency toward autocracy and family rule for which the mass media would belatedly condemn his administration 8 years later.
Diem's "tendency toward autocracy" led to the formation of a private political party, the Can Lao, which was the only party.
The Can Lao also served as a secret police, modeled after the system the Japanese used in Vietnam during WWII - which Diem had studied in detail.
It also produced, as we have seen, the death of 90,000 opponents and the imprisonment of another 800,000, with many of them tortured...
...When Diem first arrived in Vietnam in 1954, a Catholic coming to rule at the behest of a foreign power in a country whose population was 80% Buddhists, the CIA had hired a crowd of several hundred "welcomers" to greet him at the dock.
But not even the CIA and Diem's more respectable US backers could permanently counteract his lack of an indigenous base, his bloody suppression of all opposition, from Buddhist monks and members of the Hoa Hao and Cao Dai indigenous religions to peasant patriots, bourgeois devotees of law, order and a modicum of justice, and rival generals - "all the difficulties the presence of such a personality would [and did] entail.")

14. "Vietnam: Why Did We Go?" by Avro Manhattan, Chick Publication, California 1984, pp. 56 & 89:
Tổng thống Ngô Đình Diệm của Nam Việt Nam là một ngưòi theo đạo Công giáo cai trị Nam Việt Nam bằng một bàn tay sắt. Hắn ta thật tình tin rằng Cộng sản là ác và giáo hội Công giáo là duy nhất. Hắn đã được hồng y Spellman và giáo hoàng Pius XII trồng vào cái ghế tổng thống. Hắn đã biến cải ngôi vị tổng thống thành một nhà độc tài Công giáo, tàn nhẫn nghiền nát những đối lập chính trị và tôn giáo. Nhiều nhà sư Phật giáo tự thiêu để phản đối những sự bạo hành tôn giáo của hắn. Sự bạo hành kỳ thị đối với người phi-Công giáo, đặc biệt là các Phật tử, đã gây nên sự rối loạn trong chính phủ và trong quân đội thì quân nhân đào ngũ hàng loạt. Điều này đưa đến sự can thiệp quân sự của Mỹ.
Trong chính sách khủng bố này hắn được sự phụ giúp của hai người anh em Công giáo, người đứng đầu mật vụ (Ngô đình Nhu) và tổng giám mục ở Huế (Ngô đình Thục).

(President Ngo Dinh Diem of South Vietnam was a practicing Catholic who ruled South Vietnam with an iron fist. He was a genuine believer in the evil of Communism and the uniqueness of the Catholic Church. He had originally been "planted" into the presidency by Cardinal Spellman and Pope Pius XII. He transformed the presidency into a virtual Catholic dictatorship, ruthlessly crushing his religious and political opponents. Buddhist monks committed suicida by fire, burning themselves alive in protest against his religious persecutions. His discriminatory persecution of non-Catholics, PARTICULARLY BUDDHISTS, caused the disruption of the government and mass desertions in the army. This eventually led to US intervention in South Vietnam.
In this terrorization he was aided by his two Catholic brothers, the Chief of the Secret Police and the Archbishop of Hue.
...It has been reckoned, and the figures although lacking any official confirmation are considered to be concretly reliable, that during this period of terror - that is from 1955 to 1960 - at least 24,000 were wounded, 80,000 people were executed or otherwise murdered, 275,000 had been detained, interrogated with or without torture, and about 500,000 were sent to concentration or detention camps. This is a conservative estimate.
...With the result that by relegating the interest of his country to the background, so as to further the interests of his religion, dictator Diem finally brought his land into the abyss.)

“Diệm, người em dở điên và vợ hắn (Nhu và vợ), đã làm cho mọi nhóm quan trọng trong nước, kể cả nhóm chống Cộng thực tế nhất, nhóm này đã thấy rõ gia đình Diệm đã hạ thấp và làm yếu đi cuộc tranh đấu chống Cộng, và sau cùng cả những sĩ quan cao cấp trong quân đội, những người mà mọi tên độc tài không được lòng người phải trông cậy vào họ để sống còn, xa lìa.
Theo Malcolm Browne, chế độ Diệm đã bị cả nước oán ghét. Nếu nhà Ngô còn cầm quyền cho đến ngày nay (1965) thì chắc chắn là Việt Nam sẽ hoàn toàn là Cộng sản.” [Bọn Công giáo hoài Ngô ngày nay vẫn còn đưa ra luận điệu “Còn cụ thì không mất nước”]
(Diem, his half-mad brother Nhu and his brother's wife had alineated one by one every important group in the country, including most of the realistic anti-Communists who saw how the Ngo family was debassing and weakening the anti-Communist struggle, and at last including the upper echelon of the armed forces, on which every unpopular dictator must rely for survival.
According to Malcolm Browne, there was a "sweeping hatred" of the regime throughout the country. If the Ngo family had remained in charge there is little doubt that Vietnam would be entirely Communist today. (1965).)

Joseph Buttinger, một cố vấn của Diệm lúc đầu và là người đã bày tỏ sự ủng hộ Diệm nồng nhiệt nhất trong thập niên 1950, khẳng định là gọi Diệm là phát xít thì không thích hợp vì, tuy chế độ Diệm có tất cả những sự xấu xa của chế độ phát xít, Diệm thiếu cơ sở quần chúng mà Hitler và Mussolini đã có thể tập hợp được.
..Theo Jeffrey Race, một cựu cố vấn quân sự Mỹ cho Nam Việt Nam có rất nhiều tài liệu về lịch sử Việt Nam cận đại, chính quyền Diệm đã khủng bố người dân nhiều hơn là phong trào cách mạng nhiều – thí dụ, thủ tiêu các cựu kháng chiến quân Việt Minh, bắn pháo binh vào những “làng cộng sản” và bắt bớ những người “có thiện cảm với cộng sản”. Cũng chính vì những chiến thuật đó mà lực lượng của phong trào cách mạng càng ngày càng gia tằng ở Long An từ 1960 đến 1963.
..Sử gia của Ngũ Giác Đài viết về “bệnh gần như hoang tưởng của Diệm lo lắng về vấn đề an ninh,” đưa đến những chính sách “khủng bố toàn diện nông dân Việt Nam, và làm suy giảm trầm trọng sự ủng hộ chế độ của quần chúng.”
Sự dùng bạo lực quá mức và trả thù những người cựu kháng chiến của Diệm là sự vi phạm trắng trợn Hiệp Định Genève (Khoản 14c), cũng như là sự từ chối không thi hành điều khoản tổng tuyển cử trên toàn quốc (vào tháng 7, 1956) của Diệm. Lý do chính mà Diệm từ chối không thi hành điều khoản này vào những năm 1955-56 (tổ chức và tổng tuyển cử trên toàn quốc) thật là hiển nhiên: viên quan lại ly hương nhập cảng từ Mỹ vào chỉ có một sự ủng hộ tối thiểu của quần chúng và ít có hi vọng thắng trong một cuộc tổng tuyển cử...Diệm là mẫu người điển hình của một tên bạo chúa phát xít, dùng khủng bố để bù đắp cho sự thiếu hụt sự ủng hộ của quần chúng..”
(Joseph Buttinger, an early advisor to Diem and one of his most outspoken advocates in the 1950s, contends that the designation "fascist" is innapropriate for Diem because, although his regime had most of the vicious characteristics of fascisme, he lacked the mass base that a Hitler or Mussolini could muster.
...According to Jeffrey Race, a former US Army advisor in South Vietnam who had access to extensive documentation on recent Vietnamese history, ..the government terrorized far more than did the revolutionary movement - for example, by liquidations of former Vietminh, by artillery and ground attacks on "communist villages" and by roundups of "communist sympathizers". Yet it was just these tactics that led to the constantly increasing strength of the revolutionary movement in Long An from 1960 to 1963.
...The Pentagon historian refers to "Diem's nearly paranoid preoccupation with security," which led to policies that "thoroughly terrified the Vietnames peasants, and detracted significantly from the regime's popularity."
...Diem's extensive use of violence and reprisals against former Resistance fighters was in direct violation of the Geneva Accords (Article 14c), as was his refusal to abide by the election proviso. The main reason for Diem's refuse to abide by this mode of settlement in 1955-56 was quite evident: the expatriate mandarin imported from the US had minimal popular support and little hope for winning in a free election...Diem was a typical subfascist tyrant, compensating for lack of indigenous support with extra doses of terror..)

Trần Chung Ngọc - Phần II - Vài Nét Về "Cụ Diệm"

Phần II

Sau khi về làm Thủ Tướng và rồi Tổng Thống, ông Ngô Đình Diệm đã cai trị miền Nam như thế nào. Những tài liệu nhận định về con người Ngô Đình Diệm và chính quyền Ngô Đình Diệm của một số tác giả ngoại quốc có tên tuổi sau đây sẽ trả lời câu hỏi này. Những tài liệu này cũng còn cho thấy ý nghĩa đích thực của phong trào tranh đấu Phật Giáo 40 năm trước đây và không còn bị lừa dối bởi những luận điệu quái gở như Phật Giáo thân Cộng, Phật Giáo làm “mất nước” (sic) v..v.. của một đoàn thể đã nổi tiếng là “đã phi dân tộc thì thể nào cũng phản dân tộc.”

1. "Vietnam: Crisis of Conscience" by Robert McAfee Brown, Abraham J. Heschel & Michael Novak, Associated Press, New York 1967, p. 30:

Ký giả người Úc Denis Warner viết “Trong nhiều năm, cái chế độ bạo ngược chuyên chế mà Tây phương đồng minh với ở Saigon (chế độ Ngô Đình Diệm) thì còn tệ hơn là cái chế độ mà Tây phương đang chiến đấu để chống (chế độ CS)”. Diệm và gia đình ông ta đã giết hoặc lưu đày tất cả những thế đối lập. “Diệm đã mất đi sự tin cậy và trung thành của dân chúng” như Bộ Trưởng McNamara đã nhận định ngày 26 tháng 3, 1964.

(The Australian writer Denis Warner wrote that "the tyranny the West allied with in Saigon was in many years worse than the tyranny it was fighting against." Diem and his family had murdered or exiled all potential opposition. Diem had "lost the confidence and loyalty of his people," as Secretary McNamara put it on March 26, 1964.)

Cái mà hắn ta không ý thức được là cái kiểu cai trị thiển cận như vậy của các giáo xứ có thể thực hiện chỉ vì người Pháp đã bảo vệ họ và tổ chức nền hành chánh quốc gia. Do đó, tham vọng của hắn phục hồi xã hội cổ xưa giống như là của những tên thực dân Pháp, coi mình như cha người ta, đã chống những chương trình cải cách của những giới chức hành chánh nơi thành thị – sự khác biệt là trong khi người Pháp giữ lãnh vực hiện đại cho riêng họ thì Diệm không nhận ra được sự quan trọng của vấn đề hiện đại hóa. Đối với hắn, thế giới hiện đại là Sài-Gòn, cái thị trấn ký sinh trùng đó đã trở nên béo mập bởi máu của thôn quê và lợi lộc của Tây phương...

Những ký giả như Robert Shaplen đã chỉ trích Diệm như làm cho những nông dân xa lánh vì những biện pháp đàn áp của hắn.

Một số đông những giới chức và ký giả, kể cả những người có nhiều kinh nghiệm và có khuynh hướng chính trị khác nhau như Douglas Pike, Chester Bowles, và chuyên gia chống nổi loạn người Anh, Robert Thompson, đều coi Diệm như là kẻ thù của chương trình chống Cộng.

Trong tất cả những năm cầm quyền, Ngô Đình Diệm chỉ có một đồng minh ở thôn quê, đó là những người Công giáo, đặc biệt nhất là những người di cư từ ngoài Bắc vào. Ngay từ đầu, Diệm dùng trong bộ máy hành chánh phần lớn là những người Công giáo, và thiên vị các làng Công giáo đối với phần còn lại của quốc gia. Những giới chức của Diệm, làm việc chặt chẽ với các linh mục, đem phần lớn viện trợ Mỹ cho các làng Công giáo, và phần lớn những nông sản. Chúng cho những người Công giáo quyền khai thác lâm sản và độc quyền sản xuất loại hàng hóa nông sản mới do các kỹ thuật gia Mỹ đưa vào giúp. “Theo đạo có gạo mà ăn” là một câu tục ngữ khi xưa của người Việt Nam dưới thời Pháp thuộc. Dưới thời Diệm người dân Việt đã phải theo cái lệnh này. Đặc biệt ở miền Trung, hàng ngàn người, trong vài trường hợp hầu như toàn thể khu định cư, theo đạo để tránh những dịch vụ cỏ vê của chính phủ, hoặc để tránh biện pháp tái định cư trong vài vùng rừng rú hay sình lầy gian khổ – để giúp những người Công giáo lân cận. Nuôi người Công giáo trong sự tổn hại của phần còn lại của dân chúng, lẽ dĩ nhiên, là một chính sách thiển cận, nhưng Diệm không thấy một đường lối nào khác, và Mỹ cũng không đề nghị cho Diệm một đường lối nào khác.

(Diem's Catholicism, far from opening him up to new ideas, only persuaded him that government by ritual and moral instruction could work, as indeed it seemed to in the ironclad, priest-ridden villages of the north and center.

What he did not realize was that such parochial governments could operate merely because the French protected them and organized the administration of the country. His ambition to restore the old society therefore resembled that of the paternalistic French colons who had opposed the reformist programs of the metropolitan administrators - the difference being that while the French wished to keep the modern sector for themselves, Diem did not recognize its importance. For him, the modern world was Saigon, that parasite city that fattened from the blood of the countryside and the lucre of the West.

...Journalists, such as Robert Shaplen, criticized Diem for alienating the peasants by his oppressive measures.

..A host of officials and journalists, including such experienced and politically diverse men as Douglas Pike, Chester Bowles, and the British counterinsurgency expert, Sir Robert Thompson saw Diem as the enemy of the anti-Communist project.

...In all the years of his reign Ngo Dinh Diem found only one ally in the countryside, and that was the Catholics, most particularly the northern refugees. From the beginning he staffed his administration heavily with Catholics and favored the Catholic villages over all the rest. The Diemist officials, working closely with the priests, saw to it that the Catholic villages took the bulk of US relief aid, the bulk of agricultural credit.

They gave the Catholics the right to take lumber from the national reserves and monopoly rights over the production of the new cash crops introduced by the American aid technicians. "Turn Catholic and have rice to eat", went the old Vietnamese saying under the French regime. Under Diem the South Vietnamese continued to follow the injunction. In Central Vietnam particularly, thousands of people, in some cases virtually whole settlements, turned Catholics so as to escape the government corvés or to avoid resettlement - for the benefit of their Catholic neighbors - into some hardship zone of jungle and swamp. To feed the Catholics at the expense of the rest of the population was, of course, a shortsighted policy, but Diem saw no alternative, and the Americans offered him none.)

Bất kể hiến pháp viết như thế nào, Diệm cai trị như là một nhà độc tài. Triết lý chính trị của ông ta dẫn xuất từ một nhóm Công giáo Pháp, những người đã đặt ra thuyết Nhân Vị. Thuyết này nhấn mạnh đến nhân cách để chống với quan niệm đưa quần chúng vào kỷ luật của Cộng Sản. (Thực ra, đây chỉ là một chiêu bài chống Cộng vì trong cấu trúc toàn trị của Công Giáo thì tín đồ chỉ có quyền vâng phục các bề trên, do đó làm gì có Nhân Vị. TCN). Chi tiết về thuyết này phức tạp, khó hiểu đối với mọi người trừ một triết gia. Một chuyên gia Mỹ được mời đến để cố vấn cho hệ thống thuế má địa phương mô tả thuyết Nhân Vị như là “một pha trộn lộn xộn của những sắc lệnh của giáo hoàng và kinh tế mẫu giáo, tổ hợp với một sự nghi ngờ những tư nhân thương gia, một sự e ngại đầu tư ngoại quốc, và một quan niệm là không thể thành đạt được gì nhiều ở Việt Nam nếu không có sự kiểm soát của chính phủ.”

Trên thực tế chính phủ đây là chính phủ Diệm.

...Ngày tháng qua, cách cai trị của Diệm càng ngày càng trở nên không thể chịu được, và tới năm 1963 hắn là một nhà độc tài hoàn toàn, chỉ nghe những thân nhân trong gia đình. Hắn hoàn toàn xa lạ với quần chúng. Người ta phàn nàn là hắn đã trao những chức vụ tốt nhất cho người Công giáo: nhưng những người Công giáo là “người ngoại quốc” – những người di cư từ ngoài Bắc vào. Sự bất mãn đưa đến phong trào chính trị của Phật Giáo.”

(Whatever the constitution might say, Diem ruled as a virtual dictator. His political philosophy was derived from a group of French Catholics, who formulated a doctrine known as Personalism. It emphasises human dignity as opposed to the Communist concept of disiplined masses. Its detail is complicated, and difficult of comprehension to all but a philosopher. An

American expert who was called in to advise on the local system of taxation described Personalism as "a confused mélange of papal encyclicals and kindergarten economics, combined with a suspicion of private businessmen, a fear of foreign capital, and an attitude that little could be accomplished in Vietnam without direct government control."

In practice, it meant government by Diem.

...With the passing months Diem's attitude became more intolerable, and by 1963 he was the complete dictator, seeking advice only from his immediate relatives. He was completely aloof from the common people. It was complained that he gave all the best posts and showed all the favor to Catholics: but the Catholics were "foreigners" - refugees from the North Vietnam. The resentment brought about the rise of a Buddhist political movement.)

4. "Backfire: Vietnam - The Myths That Made Us Fight, the Illusions That Help Us Lose, The Legacy That Haunts Us Today" by Loren Baritz, Ballantine Books, New York 1985, pp. 83-85:

Công giáo Việt Nam phát triển do chính sách kỳ thị Phật Giáo một cách có hệ thống của Ngô Đình Diệm. Người Công giáo được dùng trong các dịch vụ dân sự, trong khi những người Công giáo sống trong những làng mạc thường không bắt buộc phải làm những công việc nặng nhọc làm đường xá và những việc công cộng. Không giống như những Chùa Phật Giáo, nhà thờ Công giáo được đặc quyền sở hữu tài sản đất đai, cũng như trong thời Pháp thuộc. Với thời gian, sự kỳ thị đối với tuyệt đại đa số dân chúng này đưa đến những phản đối chính trị chống Diệm của những nhà sư Phật Giáo.

...Diệm làm cho người Mỹ khó chịu không chỉ vì đường lối cai trị của hắn. Hắn thích thú trong việc đàn áp những đối lập chính trị mà hắn đã bắt giữ lên tới 40000 người. Đầu năm 1959, Diệm hợp thức hóa sự tàn bạo của mình bằng sự thiết lập những tòa án quân sự để xử những đối lập chính trị và xử tử hình trong vòng ba ngày. (The Catholic Vietnamese thrived under Diem's systematic discrimination against the Buddhists. The Catholics were preferred in the civil service, while those who lived in the villages were not always required to do the hard labor of building roads and other public works. The Catholic Church, unlike the Buddhist Pagodas, had special rights to acquire and own property, as had been the case under the French. In time, this discrimination against the vast majority of the country would lead to politically lethal protests against Diem by the Buddhist bonzes.

...Diem annoyed Americans not only because his personal way of doing things. He was an enthusiast when it came to repressing his political opponents, of whom he arrested upwards of 40,000. In early 1959, Diem legalized his brutality by creating special military courts to try political opponents and to pass sentences of death in no more than three days. These courts made the arrests, conducted the inquiries, and sentenced the guilty.

...Diem closed newspapers that did not support him with the requisite fervor. Worst of all, he destroyed the leadership in the villages and replaced it with his own appointees. He had become a dictator.)

5. "A Bright Shining Lie" by Neil Sheehan, Vintage Books, New York 1989, p. 143:

Lansdale để cho những tiên kiến của mình đưa tới những giả định sai lầm... Lansdale nghĩ rằng những người Công giáo di cư từ miền Bắc là những người yêu nước đã “chiến đấu giành lại sự tự do của đất nước từ người Pháp”. Hắn không nhìn thấy sự sai lầm nào trong vấn đề Mỹ chỉ tin cậy vào sự trợ giúp đặc biệt của người Công Giáo. Hắn không nhìn thấy vấn đề có một người Công Giáo làm tổng thống của cái mà hắn quan niệm là “Việt Nam Tự Do” là không thích hợp.

Công giáo Rô Ma là một thiểu số có nhiều tỳ vết ở Việt Nam. Lansdale lo việc phân biệt giữa người Mỹ và những tên “thực dân” Pháp. Điều hắn làm là đưa ra sự phân biệt tuy chẳng có gì khác nhau.. Chỉ dựa vào người Công giáo giúp đỡ, và bằng cách đặt một người Công Giáo lên cầm quyền ở Saigon, hắn ta đã chứng tỏ là Mỹ đã nhảy vào thay thế người Pháp. Những người Việt Nam theo đạo Công giáo đã được người Pháp sử dụng như là một đạo quân thứ 5 để xâm nhập Việt Nam trước thời thuộc địa và những người Công Giáo đã được Pháp tưởng thưởng cho sự hợp tác của họ với những tên thực dân Pháp. Người Công Giáo thường bị coi như là thuộc một tôn giáo”ngoại lai”, “không phải là Việt Nam”. Với sự ra đi của người Pháp, hiển nhiên là người Công Giáo phải tìm một một ngoại bang khác để bảo vệ họ. Họ nói với Lansdale những gì mà họ cho rằng Landale muốn nghe...

..Trong sự hướng dẫn Diệm của Lansdale đến thành công bằng cách diệt các giáo phái dựa trên lý thuyết Diệm là Magsaysay để lập một chính phủ tập trung quyền lực mới, không bao giờ Lansdale lại nghĩ rằng Diệm bắt đầu chính sách cai trị của mình bằng cách loại bỏ những người chống Cộng hữu hiệu nhất ở miền Nam.

Dòng họ Ngô Đình tiến tới sự áp đặt trên miền Nam Việt Nam cái tôn giáo Công giáo ngoại lai của họ, đảng Công giáo bảo thủ từ ngoài Bắc vào và từ vùng quê hương của họ ở miền Trung. (Lansdale let his preconceptions lead him to false assumptions...Lansdale thought the Catholic refugees from the North were Vietnamese patriots who had "fought for their country's freedom from the French"..He saw nothing wrong with the US singling out these Catholics for special assistance. He saw nothing inappropriate about having a Catholic as president of what he perceived to be a "Free Vietnam"

Roman Catholics were a tainted minority in Vietnam. Lansdale was anxious to draw a distinction between Americans and French "colonialists." What he did was to make the distinction one without a difference...By singling out the Catholics for help, and by putting a Catholic in office in Saigon, he announced that the US was stepping in to replace the French. Vietnamese converts to Catholicism had been used by the French as a fifth column to penetrate precolonial Vietnam and then had been rewarded by the colonizer for their collaboration. They were popularly regarded as a foreign-inspired, "un-Vietnamese" religious sect. With the French leaving, the Catholics were naturally seeking another foreign protector. They told Lansdale what they sensed he wanted to hear.

...As Lansdale guided Diem to success in crushing the sects on the theory that Diem was the Magsaysay to form a new and central government, it would never have occured to Lansdale that Diem was beginning his rule by eliminating the most effective OPPONENTS of the Communists in the South.

...The Ngo Dinhs proceeded to impose on South Vietnam what amounted to their own alien sect of Catholics, Northern Tories, and Central Vietnamese from their home region. Diem and his family filled the officer corps of the army and the civil administration and the police with Catholics, Northerners, and Central Vietnamese they trusted. The peasants of the Mekong delta found themselves being governed by province and district chiefs, and by civil servants on the province and district administrative staffs, who were outsiders and usually haughty and corrupt men.)

Những ảnh hưởng đối nghịch của sự thiếu khả năng và tính toán sai lầm của Diệm không chỉ chấm dứt ở sự thất bại về quân sự chống Việt Cộng. (The adverse effects of the Diem's ineptitude and miscalculation did not end with military failure against the Viet Cong. Suspicious of all who did not share their Catholic faith, and having enjoyed success in suppressing the Hoa Hao and Cao Dai, they embarked on an anti-Buddhist campaign.)

“Trong 10 đô la viện trợ thì 8 được dùng cho nội an chứ không dùng cho công tác chiến đấu chống du kích Cộng sản hay cải cách ruộng đất. Diệm lo lắng về những cuộc đảo chánh hơn là Cộng sản.

...Như là hậu quả của những biện pháp đàn áp càng ngày càng gia tăng, sự bất mãn của quần chúng đối với Diệm cũng càng ngày càng tăng, bất kể là toan tính của Diệm dập tắt sự bất mãn này trong mọi cơ hội. Hàng triệu nông dân ở những vùng quê trở thành xa lạ đối với Diệm. Không lạ gì, hoạt động của Cộng sản gia tăng cùng với sự bất mãn của quần chúng. (Eight of ten American aid dollars went for internal security, not to fight Communist guerrillas or implement reforms such as land redistribution. Diem was more worried about coups than Communists.

..As a consequence of his increasingly repressive internal measures, popular discontent with Diem gradually intensified, despite his attempt to squelch it at every opportunity. The millions of peasants in the countryside became estranged from him.. Not surprisingly, Communist activity intensified as discontent increased. And Diem's repressive measures increased accordingly. Thousands were put in jail..

By 1960, the only difference between the governments of Ngo Dinh Diem and Ho Chi Minh was their flags.)

8. "The Indochine Story" by the Committee of Concerned Asian Scholars, A Bantam Book, New York 1970, pp. 32 & 34:

“Một nhân vật Mỹ ủng hộ Diệm lúc đầu kết luận: Lạm dụng quyền lực, độc tài, tham nhũng, coi thường cấp dưới, và không đếm xỉa gì đến nhu cầu của dân chúng một cách ác độc, đó là tấm gương mà gia đình họ Ngô để cho những bộ trưởng, nhà lập pháp, tướng lãnh, tỉnh trưởng, trưởng làng mà họ Ngô dùng như những quân cờ noi theo.

Đàng sau gia đình nhà Ngô là Mỹ. Ở dưới gia đình này chẳng có gì mấy. Gia đình này đã trải cái bóng của họ trên xã hội Việt Nam; tuy nhiên cái rễ của họ thật sự chỉ cắm nông vào đất Việt. Điều này định trước những phương pháp Diệm dùng để kiểm soát đất nước... Chỉ có một đường lối: đàn áp và củng cố quyền lực trong tay những anh em và thuộc hạ của Diệm.. Săn lùng toàn diện những người bất mãn được tổ chức ở thôn quê năm 1956, và tăng gia cường độ khi tình hình suy kém.

75000 người hay hơn nữa bị giết trong chiến dịch này. Còn nhiều người hơn nữa bị tống giam bởi sắc lệnh số 6 của tổng thống, ký trong tháng 1, 1956. Sắc lệnh nói: “Những cá nhân coi là nguy hiểm cho quốc phòng và an ninh chung có thể bị bắt giam trong những trại tập trung do lệnh của cơ quan hành pháp. Tình trạng trong những trại tập trung của Diệm, chỉ bị phanh phui sau khi Diệm đổ, thật sự nhơ nhớp. Cố ý để cho chết đói, cố ý làm cho mù, cố ý hành hạ..., danh sách này thật là dài.”

(An early American supporter of Diem concluded: Abuse of power, nepotism, corruption, contempt for inferiors, and cruel disregard of the needs of the people were the example set by the Ngo's "Family" for the ministers, legislators, generals, province chiefs, and village commissioners whom they used as pawns.

Behind the family stood the US. Below it stood very little at all. It threw its shadow over all Vietnamese society; yet its roots penetrated shallowly indeed into Vietnamese soil. This predetermined the methods by which Diem could extend his control over the country...Only one way was open: repression and further consolidation of power in the hands of his brothers and their followers...Full scale manhunts against dissidents were organized on the rural areas in 1956, and increased in later years as the situation deteriorated.

75,000 or more people were killed in this campaign. As many or more were incarcerated under Presidential Ordinance No. 6, signed in January 1956 "Individuals considered dangerous to national defense and commun security," it said, could be confined by executive order in a "concentration camp." Conditions in Diem's "reeducation centers," brought to light only after his overthrow in 1963, were sordid indeed. Deliberate starvation, deliberate blinding, deliberate maiming. The list is long."

9. "The Story of Vietnam" by Hal Dareff, An Avon Camelot Book, New York 1966, p. 108:

“Nay Diệm đã thắng mọi kẻ thù, anh em nhà Diệm muốn chắc rằng không ai có thể bứng họ đi. Ở ngoài mặt, Nam Việt Nam là một thể chế Cộng Hòa với một hiến pháp mới toanh hứa hẹn tự do và dân chủ cho quần chúng. Tuy nhiên, thực tế thì lại trái ngược hẳn... Nhu là cánh tay phải của Diệm.. Hắn tổ chức gian lận bầu cử, đưa vào quốc hội những tay sai của hắn, và sai bọn Cần Lao đi rình mò khắp nước để kiếm những người chống đối hắn.

Chế độ Diệm bắt đầu thoái trào vào đầu năm 1963. Tổng thống cai trị dân trong dinh thự của mình như là một thể chế quân chủ, cắt lìa khỏi quần chúng. Sự thù ghét Diệm và gia đình hắn gia tăng đến độ người ta có thể cảm thấy đầy trong bầu không khí ở Saigon. Tin đồn về đảo chánh loan truyền trong thành phố hầu như hàng ngày. Trong những hoàn cảnh như vậy, Diệm chỉ lo bám chặt vào quyền lực. Cuộc chiến (chống Cộng) trở thành thứ yếu. Sĩ quan được thăng cấp nếu giữ được mức tổn thất thấp. Chỉ có một cách chắc chắn giữ được như vậy – không tác chiến. Không tác chiến đã trở thành một cách sống đối với một số cấp chỉ huy và là cách duy trì địa vị.

...Cuộc tranh chấp giữa Diệm và các Phật tử đã được tích lũy kể từ ngày Diệm lên làm thủ tướng năm 1954. Diệm, một tín đồ Công giáo, đương nhiên là cảm thấy thoải mái hơn đối với những tín đồ Công giáo khác. Nhiều chức vụ chỉ huy trong chính quyền và quân đội được trao cho những người Công giáo, những người này được đặc quyền đặc lợi làm tiền trong những thương vụ của chế độ.

Trong số 15 triệu dân ở miền Nam Việt Nam, hơn 1 triệu một chút là người Công giáo. Phần còn lại, phần lớn là Phật tử, phẫn nộ vì chính sách thiên vị người Công giáo. Sự đối xử khác biệt này còn trắng trợn hơn ở các tỉnh lỵ, nơi đây các linh mục địa phương và các giới chức chính quyền, hầu hết là Công giáo, có toàn quyền. (Now that Diem had won out over all his foes, the brothers wished to make sur that no one else would unseat them. On the surface, South Vietnam was a republic with a brand-new constitution promising freedom and democracy to its people. In practice, however, the very opposite was true...Nhu was Diem's right arm...He fixed elections, packed the National Assembly with his henchmen and hirelings, and sent his Can Lao prowling the country in search for dissidents..

Twilight had begun to settle over the regime of Ngo Dinh Diem as the year 1963 began. The president ruled in his palace like a monarch cut off from his people. Hatred of him and his family mounted until the air of Saigon seethed with it. Runors of plots and coups swirled through the city almost daily. In these circumstances, Diem sought only to hold on to his power. The war became secondary. Officers were promoted when they kept the casualty lists down. There was only one sure way to do that - not to fight. Not fighting became a way of life with some commanders and a way of keeping their jobs.

...A showdown between Diem and the Buddhists had been building ever since he became premier in 1954. Diem, a Catholic, naturally felt more at home with other Catholics. Many of the leading posts in the government and army were held by Catholics, who were also privileged when it came to making money out of business deals engineered by the regime.

Of the 15 million people of South VN, a little more than a million were Catholic. The rest, mainly Buddhist, resented the favoritism shown Catholics. The difference in treatment was even more blatant in the provinces where the local priests and government officials, mostly Catholic, too, were all-powerful. When strategic hamlets were built, the Catholic inhabitants were exempted from working and non-Catholics were brought in to labor in their places. When new land was opened for development, Catholics got the pick of the land in the safe coastal regions. The land given to Buddhists was inland, where they would have to work under the menacing shadow of the Viet Cong. Many Buddhists, seeing where the grass was greener, tried to become Catholics.)

Trần Chung Ngọc - Phần I - Vài Nét Về 'Cụ Diệm'

Ngày 2 tháng 11 vừa rồi là ngày ông Ngô Đình Diệm bị những sĩ quan trong quân đội của ông ta bắn chết trong xe bọc thép cùng với em trai ông ta là ông Ngô Đình Nhu. Nhân dịp này tôi xin post một bài viết dựa trên sách vở của một số tác giả phương tây nghiên cứu về ông Diệm do tác giả Trần Chung Ngọc biên soạn để hiểu thêm về một số vấn đề xung quanh con người này.

VÀI NÉT VỀ “CỤ DIỆM”

Đã viết về “Cụ Hồ” mà lại không viết về “Cụ Diệm” thì quả là một điều thiếu sót, vì dù sao ông Diệm cũng đã là Tổng Thống của miền Nam trong 9 năm . Nhưng bài này tuyệt đối không phải để đối chiếu so sánh “Cụ Diệm” với “Cụ Hồ” vì không ai có đôi chút hiểu biết lại đi làm công việc vô trí này. Tại sao? Vì một đằng suốt đời sống gian khổ, tổ chức, tập họp những người yêu nước chống Pháp, mong giành lại độc lập và thống nhất cho đất nước [Cụ Hồ], một đằng làm quan cho Pháp, bắt người yêu nước chống Pháp tra khảo, rồi nằm yên vị trong các Trường Dòng Công Giáo ở Mỹ, Bỉ trong khi nước nhà sôi bỏng vì chiến tranh, kháng chiến chống Pháp trở lại Đông Dương, rồi phút cuối trở về làm “chí sĩ cứu tinh dân tộc” [Cụ Diệm]. Đã có nhiều sách viết về biến cố ông Ngô Đình Diệm về chấp chánh ở miền Nam. Và không ai có thể phủ nhận là chính cựu Hoàng Bảo Đại đã bổ nhiệm ông Diệm về làm Thủ Tướng. Nhưng những chi tiết từ đâu mà cựu Hoàng Bảo Đại bổ nhiệm ông Diệm thay vì không phải ai khác thì rất ít được viết đến. Có chăng chỉ là sơ sài như ông Diệm được Hồng Y Spellman ủng hộ hay được chính giới Mỹ ủng hộ, tuy rằng dân Việt không có ủng hộ, vì khi đó chẳng có mấy người biết đến ông Diệm .

Chúng ta biết rằng Ông Ngô Đình Diệm không phải là một khuôn mặt chính trị có tầm vóc ở Việt Nam, được nhiều người biết đến trước khi được đưa về Việt Nam làm Thủ Tướng vào tháng 6, 1954. Thành tích của ông trong thời Pháp thuộc không lấy gì làm sáng sủa, chưa kể ông thuộc dòng họ ba đời làm Việt Gian. Thành tích “yêu nước” nổi bật nhất của ông là trong thời Pháp thuộc, khi làm Tri Phủ Hòa Đa, ông đã dùng đèn cầy đốt hậu môn của những người yêu nước chống Pháp để tra khảo. Chúng ta cũng biết, từ năm 1950, ông đã rời quê hương đất tổ của ông để sống trong các Trường Dòng Công Giáo ở Mỹ và ở Bỉ. Vì những thành tích này mà khi ông về cầm quyền, những người Công giáo đã tôn ông lên làm “chí sĩ”, và người dân miền đã Nam bị cưỡng bức phải ca bài “Toàn dân Việt Nam biết ơn Ngô Tổng Thống; Ngô Tổng Thống, Ngô Tổng Thống muôn năm”. Cuối cùng, “muôn năm” chỉ có vỏn vẹn “chín năm”, và ông đã yên nghỉ cùng Chúa và ông bạn vàng Torquemada (một Đại Phán Quan Tây Ban Nha giống như ông Diệm đã từng tự nhận), tới nay được 43 năm rồi.

Một câu hỏi được đặt ra: với một thành tích “yêu nước” và chính trị không có gì, với một khả năng rất giới hạn, tài và đức đều không có, vậy tại sao ông Diệm lại được chọn để làm Thủ Tướng ở miền Nam? Có lẽ những chi tiết trong cuốn “The American Pope: The Life and Times of Francis Cardinal Spellman”, A Dell Book, NY, 1985, của John Cooney, tạm gọi là đầy đủ nhất. Để viết cuốn sách này, tác giả Cooney đã xử dụng những nguồn tài liệu từ chính Nhật Ký của Spellman, những hồ sơ mật của FBI, và qua những cuộc phỏng vấn, nên tác phẩm của Cooney là một nguồn tài liệu rất có giá trị [By using Spellman’s personal diary, FBI classified files, and interviews, Cooney’s volume is an engrossing, valuable document]. Vậy sau đây, tôi xin trích dẫn vài đoạn trong phần nói về ông Diệm trong cuốn sách trên, từ trang 307 đến trang 314.
“Tuy rằng không có mấy người biết điều này, Hồng Y Spellman đã đóng một vai trò rất quan trọng trong việc tạo nên sự nghiệp chính trị của một người đã ở trong một Trường Dòng ở New York trước đây, vừa trở thành Thủ Tướng của miền Nam Việt Nam: Ngô Đình Diệm. Ở Diệm, Spellman nhìn thấy những đặc điểm mà ông ta muốn có trong mọi người lãnh đạo: Công Giáo nồng nhiệt và chống Cộng điên cuồng.
Spellman đã gặp Diệm ở New York vào năm 1950, khi người Việt Nam này ở trong Trường Dòng Marykoll ở Ossining, New York. Một tín đồ Công giáo trung thành, sinh ra từ một gia đình gia giáo, Diệm ở trong Trường Dòng do sự cầu xin của người Anh, Ngô Đình Thục, một Giám mục Công giáo. Là một người độc thân rất sùng tín, Diệm đã tự tách mình ra khỏi thế giới, đặc biệt là ra khỏi quốc gia tan tác bởi chiến tranh của ông ta. Và ông ta chỉ được biết đến bởi một nhóm nhỏ hoạt động chính trị ở Mỹ. Ở Việt Nam tên ông ta không gây nên một hứng thú nào. Trên chính trường Mỹ, ông ta không được ai biết đến, một tình trạng mà Spellman giúp ông sửa đổi. Lai lịch của Diệm không tránh được sự chú ý của Spellman.
Người đưa Diệm đến Spellman là Linh mục Fred McGuire. Một cựu thừa sai ở Á Châu, kiến thức về Viễn Đông của McGuire được biết rõ ở Bộ Ngoại Giao. McGuire nhớ lại, một ngày nọ ông được Dean Rusk, khi đó làm trưởng ban Á Châu vụ, nhờ dàn xếp để Giám mục Thục, sắp đến Mỹ, tới gặp các viên chức của Bộ Ngoại Giao. Rusk cũng tỏ ý muốn gặp Diệm.
McGuire tiếp xúc với người bạn lâu đời, Giám Mục Griffiths, vẩn còn là chuyên viên ngoại vụ của Spellman. Hắn ta yêu cầu sẽ để cho Thục được tiếp kiến đúng nghi thức bởi Hồng Y. Trong dịp này Diệm đã từ Trường Dòng đến nhà riêng của Spellman. Cuộc gặp gỡ giữa Spellman và Diệm có thể là một cuộc gặp gỡ lịch sử. Joseph Buttinger, một người hoạt động cho những người tị nạn Việt Nam, tin rằng Hồng Y Spellman là người Mỹ đầu tiên nghĩ đến việc đưa Diệm về lãnh đạo Nam Việt Nam.
Tháng 10 1950, hai anh em Diệm đã gặp các viên chức Bộ Ngoại Giao ở khách sạn Mayflower, có cả Rusk. Diệm và Thục được tháp tùng bởi McGuire và ba giới chức chính trị của giáo hội khi đó đang hoạt động để ngăn chận Cộng Sản: Linh mục Emmanuel Jacque, Giám mục Howard Carroll, và Edmund Walsh ở đại học Georgetown. Mục đích của cuộc gặp gỡ này là hỏi hai anh em Diệm Thục về đất nước của họ và xác định những niềm tin chính trị của họ. Điều rõ ràng sau đó là cả Thục và Diệm đều tin rằng Diệm sẽ cai trị đất nước của họ. Sự kiện là Việt Nam chỉ có 10% Công Giáo không đáng quan tâm đối với hai anh em Diệm.
Khi bày tỏ ý kiến trong bữa ăn tối, hai lập trường Diệm tin tưởng nhất đã rõ ràng. Hắn ta tin vào quyền năng của Giáo hội Công Giáo và hắn ta thù địch dữ dội và quyết liệt chống Cộng. Điều này chắc đã phải gây ấn tượng trên các viên chức Bộ Ngoại Giao. Quan tâm đến Việt Nam từ khi Truman bắt đầu giúp tài chánh cho Pháp ở đó (Việt Nam), những viên chức Bộ Ngoại Giao đã luôn luôn để ý đến những người lãnh đạo chống Cộng cực đoan vì ảnh hưởng của Pháp đã phai nhạt. Sau Điện Biên Phủ, Eisenhower muốn ủng hộ một chính phủ mở rộng hơn là chính phủ của ông Vua, người không được quần chúng ủng hộ mấy vì đã từ lâu bị coi như là một bù nhìn của Pháp và Mỹ. Do đó Mỹ muốn có một người Quốc Gia ở địa vị cao ở Nam Việt Nam để làm giảm sự hấp dẫn của Hồ Chí Minh. Kết quả là Bảo Đại đã cho Diệm một chức vụ mà Diệm mà Diệm vẫn muốn – Thủ Tướng. [[Về chuyện này Bernard Fall viết trong The Two Viet-Nams, trang 244: “Ý thức được rằng mình đang ném ngai vàng đi, Bảo Đại bắt Diệm phải thề (Theo Stanley Karnow, trang 218, Bảo Đại bắt Diệm thề trước cây Thánh Giá [before the crucifix]) trung thành với ông, và nhiều nhân chứng có thẩm quyền quả quyết là Diệm cũng còn quỳ xuống trước Hoàng Hậu Nam Phương là sẽ làm hết sức trong phạm vi quyền lực của mình để “giữ ngai vàng cho Hoàng Tử Bảo Long, con của Bảo Đại” (Fully realizing that he was throwing his throne away, Bao Dai allegedly made Diem swear a solemn oath of allegiance to him, and several authorative witnesses affirm that Diem also swore on his knees to Empress Nam-Phuong that he would do everything in his power “to preserve the throne of Viet-Nam for Crown Prince Bao-LOng”, son of Bao Dai.) Nhưng chúng ta đã biết, chỉ hơn 1 năm sau, Diệm đã dùng tiền của CIA để tổ chức cuộc Trưng Cầu Dân Ý gian lận để phế bỏ Bảo Đại và lên làm Tổng Thống. Về vụ này Bernard Fall cũng viết, trang 257: “Trong hầu hết các nơi bỏ phiếu, có nhiều ngàn phiếu nhiều hơn là số cử tri đã bỏ cho Diệm . Thí dụ, Ở vùng Saigon-Chợ Lớn, đếm được 605,205 phiếu trên số 450,000 cử tri ghi danh”. (In nearly all electoral areas, there were thousands more “Yes” votes than voters. In the Saigon-Cholon area, for example, 605,025 votes were cast by 450,000 registered voters)]]
Diệm trở về Saigon ngày 26 tháng 6, 1954, sau Edward Lansdale vài tuần. Lansdale là trùm CIA về quân sự ở Saigon, đặc trách cuộc chiến không theo quy ước [có nghĩa là đánh phá ngầm]
Lập trường của Spellman về Việt Nam phù hợp với những mong ước của giáo hoàng. Malachi Martin, một cựu tu sĩ dòng Tên phục vụ tại Vatican trong những năm Mỹ leo thang chiến tranh ở Việt Nam, nói rằng giáo hoàng muốn Mỹ ủng hộ Diệm vì giáo hoàng đã bị người anh của Diệm, Tổng giám mục Thục, ảnh hưởng. “Giáo hoàng quan tâm đến sự càng ngày càng thắng lợi của Cộng sản do đó làm suy yếu giáo hội,” Malachi xác nhận rằng: “Giáo hoàng ra lệnh cho Spellman khuyến khích Mỹ tham chiến ở Việt Nam.”
Do đó Spellman xếp đặt một chiến dịch hòa điệu kỹ càng để dựng lên chế độ Diệm. Qua báo chí và vận động trong hậu trường ở Washington, vấn đề đối đầu chống Cộng ở Đông Dương được phổ biến rộng rãi ở Mỹ.
Spellman và Kennedy cũng còn giúp lập lên một nhóm vận động hậu trường Washington. Chủ trương của sự đồng minh này là chống Cộng và phát huy ý hệ Công Giáo.
..Do đó, rất nhiều người Mỹ tin rằng Việt Nam là một quốc gia phần lớn là Công Giáo. Một phần của cái ấn tượng sai lầm này là kết quả của việc Diệm lên cầm quyền. Với sự giúp đỡ của CIA tổ chức cuộc bầu cử gian lận năm 1955, Diệm hủy bỏ chế độ quân chủ và Bảo Đại bị cưỡng bức phải sống trong cảnh lưu đầy. Cái màu sắc Công Giáo đậm đà trong cuộc vận động hậu trường Việt Nam cũng góp phần tạo nên quan niệm sai lầm trên. Còn một yếu tố khác là sự đặt mình vào trong đường lối trên của Spellman.
Rồi còn có vai trò hấp dẫn của một bác sĩ Công giáo trẻ hoạt động ở Việt Nam tên là Tom Dooley. Một Trung Úy hải quân hoạt động ở Hải Phòng, Dooley làm việc với các người tị nạn.
Là con cưng của Spellman, có một lúc Dooley tổ chức được 35,000 tín đố Công Giáo Việt Nam ở miền Bắc đòi di cư. Có lẽ những nỗ lực của Dooley thành công ở Mỹ hơn là ở Việt Nam. Hắn viết ra những bài trong nhật báo và tuần báo và 3 cuốn sách bán chạy nhất để tuyên truyền cho Công Giáo và chống Cộng theo những niềm tin của hắn. Hắn dựng lên những chuyện người Công Giáo bị khổ nạn trong tay của những người Cộng Sản đã đánh đập vào bộ sinh dục của các linh mục trần truồng, chọc thủng màng tai của những đứa trẻ bằng đũa để cho chúng không nghe được về Thiên Chúa, và mổ bụng phụ nữ có thai. Tốt nghiệp đại học Notre Dame ở Indiana [thực ra Dooley không tốt nghiệp bác sĩ từ đại học Notre Dame mà từ đại học St. Louis. Trường Notre Dame có tiêu chuẩn cao nên Dooley không theo được và phải bỏ Notre Dame theo học ở St. Louis. Nhưng ngay ở đây, Dooley cũng học rất kém, phải học lại năm cuối, và khi làm nội trú cũng phải làm thêm 6 tháng. Nhưng vì những công việc chống Cộng bịp bợm nên Dooley đã trở thành nổi tiếng như là một bác sĩ tận tụy giúp người di cư và chống Cộng cực đoan. Vì vậy năm 1960, trường Notre Dame trao tặng cho Dooley chức bác sĩ hàm] , Dooley đi khắp nước Mỹ để quảng cáo những cuốn sách của mình và hô hào chống Cộng, rồi chết năm 1961, khi mới có 34 tuổi. Người cuối cùng đến bên giường bệnh của Dooley là Hồng Y Spellman, người đã tôn ông bác sĩ trẻ như là nguồn cảm hứng cho mọi người – một thánh tử đạo khác. Tiếng tăm của Dooley không suy giảm cho đến khi Ủy Ban phong Thánh của Công Giáo La Mã điều tra năm 1979 và khám phá ra rằng Dooley có liên hệ với CIA. Dooley đã giúp CIA tạo loạn cho Bắc Việt qua những chương trình tị nạn của hắn. Những người Công Giáo đổ vào miền Nam đã mang đến cho Diệm một hậu thuẫn chính trị lờn và được hứa hẹn của Mỹ giúp đỡ để tái định cư. Quần chúng Mỹ phần lớn tin rằng hầu hết những người Việt Nam đều khiếp sợ sự độc ác và khát máu của Việt Minh và tìm đến ông Diệm sợ Chúa để được giải thoát. Nhiều người tị nạn chỉ sợ bị trả thù vì mình đã ủng hộ Pháp.
...Sự tuyên truyền của Spellman về bản chất Công Giáo của chính quyền Diệm đã làm rõ rệt thêm hình ảnh không đẹp về vị thế của giáo hội ở Việt Nam. Cái bản chất tôn giáo của chính quyền Diệm và những vấn đề chính quyền đó tạo ra đã được ghi nhận bởi Graham Greene, một tín đồ Công Giáo, trong một bài viết từ Saigon, in trong tờ London Sunday Times ngày 24 tháng 4, 1955:
“Chính cái giáo thuyết Công Giáo đã làm cho chính quyền Diệm sụp đổ, vì sự sùng tín của ông ta đã bị những cố vấn Mỹ khai thác cho đến khi giáo hội ở trong nguy cơ làm mất lòng dân như Mỹ. Một cuộc viếng thăm không thích hợp của Hồng y Spellman (Hồng Y Spellman đến Việt Nam để nâng uy tín của Diệm đồng thời bi thảm hóa của cuộc di cư lớn lao của người Công Giáo “dramatizing once more the great exodus of refugees from the North, the greater part of whom are Catholics.”) Một linh mục Việt Nam nói: Ông ta (Spellman) nói nhiều về con bò vàng [mà một số người Do Thái thờ phụng như được viết trong Cựu ước. TCN] hơn là về Mẹ Thiên Chúa] đã được tiếp nối bởi những cuộc viếng thăm của Hồng y Gillroy và Tổng Giám mục ở Canberra. Những số tiền lớn lao đã được dùng để tổ chức những cuộc biểu tình đón tiếp những vị khách này, đưa ra một ấn tượng là giáo hội Công Giáo là của Tây phương và là đồng minh của Mỹ trong cuộc chiến tranh lạnh. Trong những trường hợp hiếm hoi mà ông Diệm thăm viếng những vùng của Việt Minh trước đây, bao giờ cũng có một linh mục đứng bên, và thường là một linh mục Mỹ.
...Nam Việt Nam, thay vì đối đầu với chế độ toàn trị của miền Bắc bằng những bằng chứng về tự do, lại rơi vào một chế độ độc tài bất hiệu lực: dẹp bỏ báo chí, kiểm duyệt chặt chẽ, lưu đầy bằng lệnh của chính quyền thay vì phải được xét xử ở tòa án. Thật là bất hạnh khi một chính quyền như vậy lại đồng nhất hóa với một đức tin. Ông Diệm rất có thể đã để lại trên đất nước đầy tinh thần khoan nhượng này một di sản chống-Công Giáo.”
Trong cuộc viếng thăm, Spellman đã trao một ngân phiếu 100,000 đô-la cho Tổ Chức Cứu Trợ Công Giáo, một tổ chức hoạt động tích cực trong chương trình tái định cư những người di cư và sau đó cai quản chương trình viện trợ của Mỹ, chứng tỏ Tổ Chức này sát cánh với nỗ lực chiến tranh của Mỹ và đưa tới sự nghi ngờ là Tổ Chức có liên hệ với CIA. Dùng Giáo hội để làm chức vụ như vậy đã được thi hành ở Châu Mỹ La-Tinh, ngoài nhiều nơi khác, nhưng ở Việt Nam có vẻ đúng như những lời khuyến cáo của Graham Greene là Giáo hội và Mỹ đã cùng nhau thi hành một đường lối thất nhân tâm đối với những người Việt Nam.
Khả năng tham nhũng ở Việt Nam rất cao và cũng làm hại tới uy tín của Tổ Chức Cứu Trợ. Drew Parson ước tính chỉ trong năm 1955 chính quyền Eisenhower đã bơm vào Việt Nam trên 20 triệu đô-la viện trợ giúp người tị nạn Công giáo. Không thể tránh được, có quá nhiều gắn ghép và tham nhũng trong việc phân phối thực phẩm, thuốc men, và các đồ dùng khác tới các làng mạc. Tờ National Catholic Reporter đã phúc trình những sự lạm dụng của Tổ Chức Cứu Trợ Công Giáo trong nhiều bài mà một bài có đầu đề là: “Việt Nam 1965-1975. Vai Trò của Tổ Chức Cứu Trợ Công Giáo: Công Trình Của Chúa – Hay Của CIA?” Những sự lạm dụng bị phanh phui gồm có: dùng viện trợ để truyền đạo, chỉ giúp những người Công Giáo tuy viện trợ là cho tất cả mọi người, đồng nhất hóa với quân lực, và đem cho binh lính Mỹ và Việt thay vì cho dân sự như mục đích của viện trợ. [Những người ở Việt Nam thời đó đều biết rõ các Linh mục Công Giáo Việt Nam và tổ chức Công Giáo được giữ độc quyền để phân phát viện trợ. Qua tài liệu trên, và phối hợp với nhiều tài liệu khác, thí dụ như của Joseph L. Daleiden, một học giả Công Giáo trong cuốn The Final Superstition, chúng ta thấy rõ vai trò then chốt của Vatican đã dự phần đưa tới việc Mỹ tham chiến ở Việt Nam. Chúng ta cũng còn biết, Hồng Y Spellman đã đến Việt Nam nhiều lần, đi tới các tiền đồn để khuyến khích lính Mỹ chiến đấu cho Chúa: “Trong một bài học thuộc Giáo hội thời Trung Cổ, Spellman bảo với binh sĩ Mỹ là họ là những “thánh chiến quân” tham gia vào cuộc chiến của Chúa Ki Tô chống Việt Cộng và dân chúng Bắc Việt” (John Cooney, p.384: In a lesson from the medieval Church, Spellman told the troops they were “holy crusaders” engaged in “Christ’s war against the Viet-cong and the people of North Vietnam). Nhưng tại sao Chúa lại chống Cộng ở một nước nhỏ bé như Việt Nam, sao Chúa không chống Cộng ở Nga, ở Tàu, hay ở Ba Lan, Tiệp Khắc ngay bên Âu Châu? Vatican, thêm một lần nữa, đã mang tội với dân tộc Việt Nam và các tín đồ Công Giáo Việt Nam phải gánh cái hậu quả này. Chúng ta cũng thấy rõ, Ngô Đình Diệm chẳng qua chỉ là một con cờ của liên minh Mỹ-Vatican. Và Ngô Đình Diệm không thể ngờ được rằng về sau, vì quyền lợi của Vatican và của Mỹ, cả Vatican và Mỹ đều bỏ rơi mình, đưa đến một kết quả quá bi thảm cho chính bản thân. Thật là tội nghiệp. Dưới hình thức nào thì thực dân cũng đều như nhau. Ngày nay, những tàn dư của Cần Lao còn cố gắng “phục hồi tinh thần Ngô Đình Diệm” mà không biết rằng họ đang phục hồi tinh thần Trần Ích Tắc.

Để cho công bình, chúng ta cũng còn phải xét thêm việc từ khi về làm Thủ Tướng và rồi tự lên làm Tổng Thống, “Cụ Diệm” đã làm gì cho đất nước? Đã có nhiều sách viết về nền Đệ Nhất Việt Nam Cộng Hòa: Đỗ Mậu, Lê Trọng Văn, Hồ Sĩ Khuê, Nguyệt Đam & Thần Phong, Nguyễn Mạnh Quang, Vũ Ngự Chiêu v..v... Nhưng xin đọc Phần II để biết người Tây Phương đánh giá ông Ngô Đình Diệm như thế nào.

U.S. lawmaker offends Dutch with Gitmo remark

Chính quyền Mỹ rất thích moi móc mọi nơi trên thế giới này, và dùng rất nhiều thời gian lo moi móc người ta, nhưng lâu lâu có người lên tiếng phê bình mình thì lại tỏ ra bực bội!

WASHINGTON -- Dutch lawmakers who visited the Guantánamo Bay military prison this week said they were offended by a testy exchange in Washington with a senior congressional Democrat.

The lawmakers said that Tom Lantos, chairman of the House of Representatives' Foreign Affairs Committee, told them that ``Europe was not as outraged by Auschwitz as by Guantánamo Bay.''

Lantos, a Holocaust survivor who was born in Hungary, was responding to arguments that the United States should shut down the prison at the U.S. Navy base in Cuba, the lawmakers said. Mariko Peters, a member of the Dutch Green Party, who began the exchange with Lantos, said she took notes during the exchange.

A Lantos aide said he realizes that the Guantánamo facility does harm to the reputation of the United States and has praised judges who ruled in favor of extending legal rights to prisoners. He has not, however, suggested that the prison be closed.

Before the Guantánamo exchange, the lawmakers had discussed a debate in the Netherlands about whether the country should maintain its 1,600 troops serving in NATO's Afghanistan operations.

''You have to help us, because if it was not for us you would now be a province of Nazi Germany,'' Lantos said, according to the Dutch lawmakers.

''The comments killed the debate,'' said Harry van Bommel, a member of the Socialist Party. ``It was insulting and counterproductive.''

A Lantos spokeswoman said Lantos was not immediately available and had no comment.

The Dutch government soon will announce whether its troops will stay in the southern Afghan province of Uruzgan, where they recently have begun an anti-Taliban offensive backed by British and Afghan forces. Lantos has praised the Netherlands' contribution to the Afghan mission.

''It was a diplomatically strange situation,'' Peters said. ``The mere suggestion that the United States could be compared with Nazi Germany is so flawed.''

It was not the first time that Lantos had offended European political circles. In May, he lashed out at the former leaders of France and Germany. His comments, which included calling former German Chancellor Gerhard Schroeder a ''political prostitute,'' provoked a rebuke from German Foreign Minister Frank-Walter Steinmeier.

The lawmakers, from the Dutch House of Representatives' Foreign Affairs Committee, were invited to visit Guantánamo and Washington by the U.S. ambassador to the Netherlands, Roland Arnall. The lawmakers also met senior Bush administration officials, including Deputy Secretary of State John Negroponte and Deputy Defense Secretary Gordon England.

Members of the delegation said they were given an extensive tour of the Guantánamo Bay prison, which has been heavily criticized by human rights groups.

Some of the lawmakers said that while they found the physical conditions of the prison acceptable, they remain concerned that prisoners were not being given proper legal treatment.

''We have to close Guantánamo because it symbolizes for me everything that is wrong with this war on terror,'' Peters said.

But at least one member disagreed.

''Let's not forget we are in a state of war -- not only the United States but also my country -- with Islamic terrorists,'' said the far right Freedom Party leader, Geert Wilders. ``I think we could only learn from Guantánamo.''

A number of the members said that the United States should consult international institutions and other countries to answer some of the difficult quandaries about closing the facility.

''We need to work out an international deal on the future of Guantánamo Bay,'' said Hans van Baalen, of the Liberals, who led the delegation.

Để kỷ niệm Ngày Đoàn Kết Quốc Gia, Kremlin cho trình chiếu cuốn phim "Thời của những Rối Ren". Cuốn phim này nói về một giai đoạn loạn lạc của nước Nga vào đầu thế kỷ 17 mà nước Nga đã từng bị những nước Thụy Điển, Lithuania, Đức và Ba Lan thống trị trong 15 năm (1598-1613)!

Đạo diễn Vladimir Khotinenko nói với một tờ báo: "Tôi coi thế kỷ 17 là một giai đoạn cực kỳ quan trọng trong lịch sử chúng ta, đơn giản là không có nó, anh sẽ không thể nào hiểu được nước Nga."

Thời kỳ này cũng giống như thời sau khi Liên Xô tan rã, nước Nga bị suy yếu, mất ổn định chính trị bên trong, và họ đã bị các đế quốc phương tây ăn hiếp. Con gấu vĩ đại đột nhiên trở thành một con gấu nhồi bông!

Action movie an allegory for Putin's Russia

MOSCOW (Reuters) - In a film that hit cinema screens this week, patriotic Russians despairing at the lack of a strong leader rise up, throw out their Western overlords and make Russia a proud country once again.

It could be a documentary about how President Vladimir Putin put an end to the turmoil that followed the Soviet Union's collapse. In fact, it is based on a period in the 17th century known as the "Time of Troubles."

But the parallels may be more than a coincidence: the film was commissioned by the Kremlin to mark National Unity Day on Sunday, and the director makes little secret that it is an allegory for modern Russia.

The film is being released a month before Russia votes in a parliamentary election that many observers say is a referendum on Putin's rule, during which he has accumulated huge power and hit back at what he calls Western encroachment.

"I ... consider the 17th century an extremely important period in our history, without which you simply cannot understand Russia," director Vladimir Khotinenko said in an interview with the Izvestia newspaper.

"And now those times are really relevant," he said. "I am talking about the period after Perestroika. We lived in a Time of Troubles. Its duration even coincided with the one in the 17th century."

He added: "I'm convinced -- and I have nothing against democracy -- that Russians have a strong desire for a Tsar."

FIGHT SCENES

The film, called "1612," centers around a ragtag group of Russian peasants who assemble what cannons they can and employ the services of wayward knight to dispatch their Polish occupiers.

It is an action movie, featuring huge battle scenes, sword-fighting in period costume, stunt horse-riding and a siege at a castle. It also has mythical elements: talking fish and a unicorn feature in the story.

At a lavish premiere in Moscow this week, limousines disgorged VIP guests onto a red carpet and two models in white leather outfits handed out glasses of birch-flavored vodka.

The Time of Troubles is the term used in Russia to describe the period starting in 1598, when a ruling family dynasty in what was then known as Muscovy died out.

In the absence of a true royal descendant, Russian peasants fell under the rule of foreign powers, including Swedish, Lithuanian, German and Polish occupiers. That period ended when the Romanov dynasty took over the throne in 1613.

Many Russians see Putin as a leader who brought stability and prosperity to the country after a new Time of Trouble -- the post-Soviet 1990s marked with economic chaos, political turmoil and Western blocs moving closer to Russia's borders.

Critics though say he has sacrificed democracy to achieve stability and has taken on the role of a new Tsar.

The film has an impeccable pro-Kremlin pedigree. It was produced by Nikita Mikhalkov, a director who won the 1994 Best Foreign Language Film Oscar for his "Burnt by the Sun."

Last month he put his name to an open letter asking Putin -- required by the constitution to step down when his second term ends next year -- to stay in office.

The Gazeta.ru Internet news site reported that oil tycoon Viktor Vekselberg pitched in $4 million of his fortune to help finance the film.

He has made a name for himself by using his wealth to buy back Russian cultural treasures -- including a collection of Faberge eggs -- that had been sold abroad.

Vài chi tiết nữa về hoạt động chống Sukarno của CIA

Nhưng phi công này bằng cách nào đó đã đem giấy tờ theo được để phòng hờ khi bị bắt sẽ không bị giết ngay tại chỗ.

Hơn một tuần sau khi bắn hạ máy bay này, chính quyền Indonesia đã cho công khai sự việc cùng với giấy tờ của phi công này trước báo chí. Trước đó Washington và dư luận Mỹ luôn chối bây bẩy về hoạt động giúp đỡ phe nổi loạn của mình.

Vụ công khai phi công này xảy ra cuối tháng năm, CIA và Mỹ bị lật tẩy trơ mặt nên phải rút lại sự hỗ trợ cho phe nổi loạn nên đến cuối tháng sáu thì chính quyền Sukarno dẹp xong loạn.

Sukarno tiếp tục lãnh đạo bằng cách cân bằng quyền lực giữa PKI và quân đội cho đến năm 1965 thì lại bị đảo chính! Lần này thì CIA và phe thân Mỹ thành công và thiết lập một chế độ độc tài dưới sự lãnh đạo của một Tổng thống là Suharto trong hơn 30 năm sau đó!

"I think it's time we held Sukarno's feet to the fire," said Frank Wisner, the CIA's Deputy Director of Plans (covert operations), one day in autumn 1956.{1} Wisner was speaking of the man who had led Indonesia since its struggle for independence from the Dutch following the war. A few months earlier, in May, Sukarno had made an impassioned speech before the US Congress asking for more understanding of the problems and needs of developing nations like his own.{2}
The ensuing American campaign to unseat the flamboyant leader of the fifth most populous nation in the world was to run the gamut from large-scale military maneuvers to seedy sexual intrigue.
The previous year, Sukarno had organized the Bandung Conference as an answer to the Southeast Asia Treaty Organization (SEATO), the US-created political-military alliance of area states to "contain communism". In the Indonesian city of Bandung, the doctrine of neutralism had been proclaimed as the faith of the underdeveloped world. To the men of the CIA station in Indonesia the conference was heresy, so much so that their thoughts turned toward assassination as a means of sabotaging it.
In 1975, the Senate committee which was investigating the CIA heard testimony that Agency officers stationed in an East Asian country had suggested that an East Asian leader be assassinated "to disrupt an impending Communist [sic] Conference in 1955".{3} (In all likelihood, the leader referred to was either Sukarno or Chou En-lai of China.) But, said the committee, cooler heads prevailed at CIA headquarters in Washington and the suggestion was firmly rejected.
Nevertheless, a plane carrying eight members of the Chinese delegation, a Vietnamese, and two European journalists to the Bandung Conference crashed under mysterious circumstances. The Chinese government claimed that it was an act of sabotage carried out by the US and Taiwan, a misfired effort to murder Chou En-lai. The chartered Air India plane had taken off from Hong Kong on 11 April 1955 and crashed in the South China Sea. Chou En-lai was scheduled to be on another chartered Air India flight a day or two later. The Chinese government, citing what it said were press reports from the Times of India, stated that the crash was caused by two time bombs apparently placed aboard the plane in Hong Kong. A clockwork mechanism was later recovered from the wrecked airliner and the Hong Kong police called it a case of "carefully planned mass murder". Months later, British police in Hong Kong announced that they were seeking a Chinese Nationalist for conspiracy to cause the crash, but that he had fled to Taiwan.{4}
In 1967 a curious little book appeared in India, entitled I Was a CIA Agent in India, by John Discoe Smith, an American. Published by the Communist Party of India, it was based on articles written by Smith for Literaturnaya Gazeta in Moscow after he had defected to the Soviet Union around 1960. Smith, born in Quincy, Mass. in 1926, wrote that he had been a communications technician and code clerk at the US Embassy in New Delhi in 1955, performing tasks for the CIA as well. One of these tasks was to deliver a package to a Chinese Nationalist which Smith later learned, he claimed, contained the two time bombs used to blow up the Air India plane. The veracity of Smith's account cannot be determined, although his employment at the US Embassy in New Delhi from 1954 to 1959 is confirmed by the State Department Biographic Register.{5}
Elsewhere the Senate committee reported that it had "received some evidence of CIA involvement in plans to assassinate President Sukarno of Indonesia", and that the planning had proceeded to the point of identifying an agent whom it was believed might be recruited for the job.{6} (The committee noted that at one time, those at the CIA who were concerned with possible assassinations and appropriate methods were known internally as the "Health Alteration Committee".)
To add to the concern of American leaders, Sukarno had made trips to the Soviet Union and China (though to the White House as well), he had purchased arms from Eastern European countries (but only after being turned down by the United States),{7} he had nationalized many private holdings of the Dutch, and, perhaps most disturbing of all, the Indonesian Communist Party (PKI) had made impressive gains electorally and in union-organizing, thus earning an important role in the coalition government.
It was a familiar Third World scenario, and the reaction of Washington policy-makers was equally familiar. Once again, they were unable, or unwilling, to distinguish nationalism from pro-communism, neutralism from wickedness. By any definition of the word, Sukarno was no communist. He was an Indonesian nationalist and a "Sukarnoist" who had crushed the PKI forces in 1948 after the independence struggle had been won.{8} He ran what was largely his own show by granting concessions to both the PKI and the Army, balancing one against the other. As to excluding the PKI, with its more than one million members, from the government, Sukarno declared: "I can't and won't ride a three-legged horse."{9}
To the United States, however, Sukarno's balancing act was too precarious to be left to the vagaries of the Indonesian political process. It mattered not to Washington that the Communist Party was walking the legal, peaceful road, or that there was no particular "crisis" or "chaos" in Indonesia, so favored as an excuse for intervention. Intervention there would be.
It would not be the first. In 1955, during the national election campaign in Indonesia, the CIA had given a million dollars to the Masjumi party, a centrist coalition of Muslim organizations, in a losing bid to thwart Sukarno's Nationalist Party as well as the PKI. According to former CIA officer Joseph Burkholder Smith, the project "provided for complete write-off of the funds, that is, no demand for a detailed accounting of how the funds were spent was required. I could find no clue as to what the Masjumi did with the million dollars."{10}
In 1957, the CIA decided that the situation called for more direct action. It was not difficult to find Indonesian colleagues-in-arms for there already existed a clique of army officers and others who, for personal ambitions and because they disliked the influential position of the PKI, wanted Sukarno out, or at least out of their particular islands. (Indonesia is the world's largest archipelago, consisting of some 3,000 islands.)
The military operation the CIA was opting for was of a scale that necessitated significant assistance from the Pentagon, which could be secured for a political action mission only if approved by the National Security Council's "Special Group" (the small group of top NSC officials who acted in the president's name, to protect him and the country by evaluating proposed covert actions and making certain that the CIA did not go off the deep end; known at other times as the 5412 Committee, the 303 Committee, the 40 Committee, or the Operations Advisory Group).
The manner in which the Agency went about obtaining this approval is a textbook example of how the CIA sometimes determines American foreign policy. Joseph Burkholder Smith, who was in charge of the Agency's Indonesian desk in Washington from mid-1956 to early 1958, has described the process in his memoirs: Instead of first proposing the plan to Washington for approval, where "premature mention ... might get it shot down" ...

we began to feed the State and Defense departments intelligence that no one could deny was a useful contribution to understanding Indonesia. When they had read enough alarming reports, we planned to spring the suggestion we should support the colonels' plans to reduce Sukarno's power. This was a method of operation which became the basis of many of the political action adventures of the 1960s and 1970s. In other words, the statement is false that CIA undertook to intervene in the affairs of countries like Chile only after being ordered to do so by ... the Special Group. ... In many instances, we made the action programs up ourselves after we had collected enough intelligence to make them appear required by the circumstances. Our activity in Indonesia in 1957-1958 was one such instance.{11}


When the Communist Party did well again in local elections held in July, the CIA viewed it as "a great help to us in convincing Washington authorities how serious the Indonesian situation was. The only person who did not seem terribly alarmed at the PKI victories was Ambassador Allison. This was all we needed to convince John Foster Dulles finally that he had the wrong man in Indonesia. The wheels began to turn to remove this last stumbling block in the way of our operation."{12} John Allison, wrote Smith, was not a great admirer of the CIA to begin with. And in early 1958, after less than a year in the post, he was replaced as ambassador by Howard Jones, whose selection "pleased" the CIA Indonesia staff.{13} go to notes
On 30 November 1957, several hand grenades were tossed at Sukarno as he was leaving a school. He escaped injury, but 10 people were killed and 48 children injured. The CIA in Indonesia had no idea who was responsible, but it quickly put out the story that the PKI was behind it "at the suggestion of their Soviet contacts in order to make it appear that Sukarno's opponents were wild and desperate men". As it turned out, the culprits were a Muslim group not associated with the PKI or with the Agency's military plotters.{14}
The issue of Sukarno's supposed hand-in-glove relationship with Communists was pushed at every opportunity. The CIA decided to make capital of reports that a good-looking blonde stewardess had been aboard Sukarno's aircraft everywhere he went during his trip in the Soviet Union and that the same woman had come to Indonesia with Soviet President Kliment Voroshilov and had been seen several times in the company of Sukarno. The idea was that Sukarno's well-known womanizing had trapped him in the spell of a Soviet female agent. He had succumbed to Soviet control, CIA reports implied, as a result of her influence or blackmail, or both. "
This formed the foundation of our flights of fancy," wrote Smith. "We had as a matter of fact, considerable success with this theme. It appeared in the press around the world, and when Round Table, the serious British quarterly of international affairs, came to analyze the Indonesian revolt in its March 1958 issue, it listed Sukarno's being blackmailed by a Soviet female spy as one of the reasons that caused the uprising."
Seemingly, the success of this operation inspired CIA officers in Washington to carry the theme one step further. A substantial effort was made to come up with a pornographic film or at least some still photographs that could pass for Sukarno and his Russian girl friend engaged in "his favorite activity". When scrutiny of available porno films (supplied by the Chief of Police of Los Angeles) failed to turn up a couple who could pass for Sukarno (dark and bald) and a beautiful blonde Russian woman, the CIA undertook to produce its own films, "the very films with which the Soviets were blackmailing Sukarno". The Agency developed a full-face mask of the Indonesian leader which was to be sent to Los Angeles where the police were to pay some porno-film actor to wear it during his big scene. This project resulted in at least some photographs, although they apparently were never used.{15}
Another outcome of the blackmail effort was a film produced for the CIA by Robert Maheu, former FBI agent and intimate of Howard Hughes. Maheu's film starred an actor who resembled Sukarno. The ultimate fate of the film, which was entitled "Happy Days", has not been reported.{16}
In other parts of the world, at other times, the CIA has done better in this line of work, having produced sex films of target subjects caught in flagrante delicto who had been lured to Agency safe-houses by female agents.
In 1960, Col. Truman Smith, US Army Ret., writing in Reader's Digest about the KGB, declared: "It is difficult for most of us to appreciate its menace, as its methods are so debased as to be all but beyond the comprehension of any normal person with a sense of right and wrong." One of the KGB methods the good colonel found so debased was the making of sex films to be used as blackmail. "People depraved enough to employ such methods," he wrote, "find nothing distasteful in more violent methods."{17}
Sex could be used at home as well to further the goals of American foreign policy. Under the cover of the US foreign aid program, at that time called the Economic Cooperation Administration, Indonesian policemen were trained and then recruited to provide information on Soviet, Chinese and PKI activities in their country. Some of the men singled out as good prospects for this work were sent to Washington for special training and to be softened up for recruitment. Like Sukarno, reportedly, these police officers invariably had an obsessive desire to sleep with a white woman. Accordingly, during their stay they were taken to Baltimore's shabby sex district to indulge themselves.{18}

The Special Group's approval of the political action mission was forthcoming in November 1957{19}, and the CIA's paramilitary machine was put into gear. In this undertaking, as in others, the Agency enjoyed the advantage of the United States' far-flung military empire. Headquarters for the operation were established in neighboring Singapore, courtesy of the British; training bases set up in the Philippines; airstrips laid out in various parts of the Pacific to prepare for bomber and transport missions; Indonesians, along with Filipinos, Taiwanese, Americans, and other "soldiers of fortune" were assembled in Okinawa and the Philippines along with vast quantities of arms and equipment.
For this, the CIA's most ambitious military operation to date, tens of thousands of rebels were armed, equipped and trained by the US Army. US Navy submarines, patrolling off the coast of Sumatra, the main island, put over-the-beach parties ashore along with supplies and communications equipment. The US Air Force set up a considerable Air Transport force which air-dropped many thousands of weapons deep into Indonesian territory. And a fleet of 15 B-26 bombers was made available for the conflict after being "sanitized" to ensure that they were "non-attributable" and that all airborne equipment was "deniable".
In the early months of 1958, rebellion began to break out in one part of the Indonesian island chain, then another. CIA pilots took to the air to carry out bombing and strafing missions in support of the rebels. In Washington, Col. Alex Kawilarung, the Indonesian military attachÆ, was persuaded by the Agency to "defect". He soon showed up in Indonesia to take charge of the rebel forces. Yet, as the fighting dragged on into spring, the insurgents proved unable to win decisive victories or take the offensive, although the CIA bombing raids were taking their toll. Sukarno later claimed that on a Sunday morning in April, a plane bombed a ship in the harbor of the island of Ambon -- all those aboard losing their lives -- as well as hitting a church, which demolished the building and killed everyone inside. He stated that 700 casualties had resulted from this single run.
On 15 May, a CIA plane bombed the Ambon marketplace, killing a large number of civilians on their way to church on Ascension Thursday. The Indonesian government had to act to suppress public demonstrations.
Three days later, during another bombing run over Ambon, a CIA pilot, Allen Lawrence Pope, was shot down and captured. Thirty years old, from Perrine, Florida, Pope had flown 55 night missions over Communist lines in Korea for the Air Force. Later he spent two months flying through Communist flak for the CIA to drop supplies to the French at Dien Bien Phu. Now his luck had run out. He was to spend four years as a prisoner in Indonesia before Sukarno acceded to a request from Robert Kennedy for his release.
Pope was captured carrying a set of incriminating documents, including those which established him as a pilot for the US Air Force and the CIA airline CAT. Like all men flying clandestine missions, Pope had gone through an elaborate procedure before taking off to "sanitize" him, as well as his aircraft. But he had apparently smuggled the papers aboard the plane, for he knew that to be captured as an "anonymous, stateless civilian" meant having virtually no legal rights and running the risk of being shot as a spy in accordance with custom. A captured US military man, however, becomes a commodity of value for his captors while he remains alive.
The lndonesian government derived immediate material concessions from the United States as a result of the incident. Whether the Indonesians thereby agreed to keep silent about Pope is not known, but on 27 May the pilot and his documents were presented to the world at a news conference, thus contradicting several recent statements by high American officials.{20} Notable amongst these was President Eisenhower's declaration on 30 April concerning Indonesia: "Our policy is one of careful neutrality and proper deportment all the way through so as not to be taking sides where it is none of our business."{21}
And on 9 May, an editorial in the New York Times had stated:

It is unfortunate that high officials of the Indonesian Government have given further circulation to the false report that the United States Government was sanctioning aid to Indonesia's rebels. The position of the United States Government has been made plain, again and again. Our Secretary of State was emphatic in his declaration that this country would not deviate from a correct neutrality ... the United States is not ready ... to step in to help overthrow a constituted government. Those are the hard facts. Jakarta does not help its case, here, by ignoring them.

With the exposure of Pope and the lack of rebel success in the field, the CIA decided that the light was no longer worth the candle, and began to curtail its support. By the end of June, Indonesian army troops loyal to Sukarno had effectively crushed the dissident military revolt.
The Indonesian leader continued his adroit balancing act between the Communists and the army until 1965, when the latter, likely with the help of the CIA, finally overthrew his regime.
